| 摘 要： | 医疗卫生领域深受社会伦理道德观念的影响，这种影响会进而渗透到城市医疗保障制度的设计中，使其目标打上深刻的伦理道德烙印。应充分认识社会伦理道德对医疗卫生领域的影响，在构建城市医疗保障制度时，必须考虑社会伦理道德问题。

| Abstract: | Moral principles have great influence in medical and health fields and this influence has also filtered into the design of city's medical security system,determining the aim of the system.In this article,the author tried to discuss the influence and provocated that moral principles should be taken into consideration in the construction of city's medical security system. |
