国外公立医院管理体制及公益性制度安排对我国的借鉴意义

比较英国、美国、德国、新加坡等国家公立医院的管理体制，探讨国外公立医院公益性制度安排，提出对我国公立医院改革的建议：实行管办分离要以公立医院出资人制度为前提，政府与医院要建立明确、规范的产权关系，政府的职能要从直接举办医院向监管转变，医院治理结构的变革要探索建立医院理事会（董事会）决策机制及监事会监管下的院长负责制，公立医院应以保护公共健康安全的社会功能作为自己的重要职责。
