| 摘 要： | 目的建立公立医院公益性的评价指标体系，分析可能影响公益性的相关因素。方法以浙江省125所公立医院为样本，收集2004～2006年的相关资料信息，采取德尔斐专家咨询法，结合变异系数法和TOPSIS法筛选反映公立医院公益性的主要指标，并建立测度体系，对可能影响公益性的相关因素进行逐步回归分析。结果公益性在医院绩效体系中的反映，主要包含在医疗服务的数量、质量、效率、均次费用和社会满意度五方面。对公益性有显著影响的指标，主要包括医院实有床位数和万元以上设备台数。结论医院规模是影响公立医院公益性的主要因素。政府应合理规划医院发展规模，促进公益性的实现。
