长三角区域经济合作模式的选择

区域经济一体化的核心问题是区域经济合作。长三角区域经济合作应采取政府推动、市场导向、企业主导的模式，其基本的运行理念是，不再简单的依靠行政、计划和政府间的协调手段，而是将政府的作用集中在撤除区域行政壁垒，提供区域无差异的公共产品，包括无区域歧视的各种规章、规范、规则等方面，从而创造要素跨区域自由流动的外部环境。同时，在更多的方面充分利用市场机制的作用，将企业推向区域经济一体化的前台，利用企业内地域分工的力量，促进地域问要素的流动与整合，推动地域产业结构的调整和升级，从而达到企业发展、地域发展和经济一体化的多赢目标。长三角区域经济合作要坚持政府推进、企业主导的方针，先易后难，逐步展开。在各次区域层面上，可以更多的采取项目合作的方式重点推进。在基础设施方面，长三角要构筑和完善城际快速轨道交通体系。此外，江浙沪的产业结构调整和优化也应在长三角的框架中实现，从而做到“基础产业协调发展，新兴产业共同发展，支柱产业互补发展”。
