长三角的空间区位与发展基础为其成为世界第六大都市圈提供了可能，但要使这种可能变成现实，在目前阶段，必须依赖创新，不仅是我们通常说的企业创新、自主技术创新以及转变经济增长方式，还有一个更重要的内容就是制度创新，包括体制、机制的创新：但由于行政区划的阻碍，长三角制度一体化的形成还存在着一些体制性的障碍，而世界级都市圈的形成与发展，是一个系统博弈的过程，是一个利益合理划分与共享的过程，它要求都市圈内各城市之间的明确分工与合作，要求都市圈内经济社会发展一体化制度创新这包括区域内经济社会发展规划的深度一体化，管理和运作体制的一体化创新，法律和经济社会政策的一体化创新，

The Innovation of the Yangtze River Delta: A Way for the World's Sixth Largest Metropolitan Circle to Rise

The location and basis of development of the Yangtze River Delta Region make it possible to become the world's sixth largest metropolitan circle.But at present,this requires innovation,especially system innovation.The administrative divisions,however,form some structural obstacles for the system integration of the Yangtze River Delta.The formation and development of world-class metropolitan circles,on the other hand,requires a clear division of labor and cooperation among the cities of the metropolitan circle as well as system innovation of the integration of economic and social development within the metropolitan circle.
