长三角生态安全一体化研究

长三角生态安全问题已经威胁到区域社会经济的可持续发展，改变现状刻不容缓。长三角生态安全状况的改善，不能仅仅依靠每个城市“独善其身”式的努力．这种努力是难以见效的。一湖、一江、一海以及其中密布的水网，把长三角各方生态粘合成一个有机的整体，而且各方有着极为密切的生态联系以及较强的生态互动，生态安全走向一体化是长三角各方的必然选择。长三角生态安全一体化是一个系统工程，需要从诸多层面予以展开：从体制层面看，当前各方应构建区域生态安全协调机制以及区域生态安全应急合作机制；从经济层面看，当前各方应构建区域生态市场机制区域以及区域经济合作机制；从规划层面看，当前各方应进行区域生态安全总体规划以及区域生态安全专项规划；从社会层面看，当前各方应发挥第三组织的作用以及强化公众参与；从技术层面看，当前各方应进行生态安全技术联合攻关以及实现生态安全技术共享。

The Study about Incorporation of Ecological Security in the Area of Changjiang Delta

Condition of ecological security is rigorous and has threatened continuous development of economy in the area of Changjiang delta. Rigorous condition of ecological security must be changed immediately. Ameliorating condition of ecological security cannot only depend on effort from every separated part. This effort cannot take effect. All parts are combined into indivisible integration by Taihu Lake, East China Sea, Changjiang River and dense canal among them. All parts of the area of Changjiang delta have close environmental connection and intense environmental inter-impact in addition. Incorporation of ecological security is essential for all parts in the area of Changjiang delta. The incorporation of ecological security in the area of Changjiang delta is a systemic works. We can carry out this works from aspect of system, economy, scheme, community and technology. At the aspect of system, we should establish collaborative mechanism and collaborative mechanism for dealing with sporadic occurrence. At the aspect of economy, we should establish environment-market mechanism and economic cooperation mechanism. At the aspect of scheme, we should carry out the scheme for whole area and several climates. At the aspect of community, we should encourage developing NGO and strengthen public participation. At the aspect of technology, we should carry out study cooperatively and possess outcome collectively.
