中国东部县域工业经济的转型升级——以宁波镇海PX事件为例简

中国沿海县域城市工业经济的转型升级必须形成城市化和工业化的“良性循环路径”：依靠工业化拉动城市化建设，依托城市化进一步发展工业化。只有在城市化建设的基础上，政府才能够把改善民生落到实处，才可能进一步有效发展生态经济和文创产业，打造特色区域城市名片；只有坚持以工业化为依托，才能找到转型升级的有力抓手，形成推动经济发展的原动力。为此，中国沿海城市可以从产业主体层面和辅助支撑层面两个维度加强建设，加强相关要素之间的集聚和重组，形成互补驱动的发展机制。产业主体层面和辅助支撑层面的能力提升与协同配合，将加快政策和管理模式创新，推进中国沿海县域城市工业经济的转型升级。

The Transformation and Upgrading of Regional Industrial Economy in East China---Taking the PX Event in Ningbo Zhenhai as an Example

The transformation and upgrading of regional industrial economy in coastal counties in East China must form a virtuous circle through urbanization and industrialization. Firstly, urbanization must be pushed forward through in-dustrialization, while the former will support the latter as well. Only on the basis of city constructions can the government realize the improvement of people’s livelihood and promote ecological economy and cultural creation. Secondly, only with industrialization can we realize the transformation and upgrading of economy. Therefore, coastal cities should integrate and retool relevant elements, so as to establish a developing mechanism and promote the transformation and upgrading of re-gional industrial economy in coastal counties in East China.
