深圳市建立医疗卫生行业综合监管制度的策略与启示

深圳市以"放管服"改革为切入点,协同内部和外部监管,健全党、政府、医疗机构、社会和行业五个主体的监管体系,健全服务标准、完善监管信息手段,推进监管常态化,强化法律、制度和执业三大支撑体系,初步构建了党的领导、政府主导、自我管理、行业自律、社会监督的多元监管体系。实施改革以来,卫生监督执法力度和效率不断提高,全市各级各类医疗机构的服务行为得到进一步规范,患者满意度持续提升。改革中还存在医疗卫生行业监管部门协同机制尚未理顺,医疗卫生行业信用体系不完善,综合监管信息化水平不能满足监管新要求等挑战,建议进一步完善医疗卫生行业综合监管协调机制,加强综合监管信息化建设,构建医疗卫生行业信用体系,健全联合惩戒机制,提升行业综合监管效能。

The construction strategies and implications on health care comprehensive regulation system in Shenzhen

The comprehensive regulation system has gone preliminary stages of establishment by improving the supervising subjects of the Communist Party, governments, medical institutions, the society and industry. In addition, the ways of supervision, including standardization, informatization and normalization have been innovated, and the support systems of laws, systems and enforcements have been strengthened. After the reform, the law enforcement efforts and efficiency have been enhanced, the service behavior of medical institutions has been regulated, and the patient satisfaction have been continuously upgrading. There are still challenges such as imperfect cooperative mechanism of supervision departments, the defective health care credit system, and inefficient information level of comprehensive regulation system. Suggestions are put forward for improving the cooperative mechanism of supervision departments, the health care credit system, the joint disciplinary mechanism and information construction of comprehensive regulation system.
