新疆南北疆乡村卫生服务一体化管理实施现状分析

目的：了解乡村卫生服务一体化管理在新疆的覆盖情况及存在问题,为构建新疆乡村卫生服务一体化管理的适宜模式提供政策建议。方法：采用问卷调查的方法,对新疆南、北疆16个样本县进行调查,对比分析南、北疆行政一体化、业务一体化、财务一体化、药械一体化、绩效一体化管理的实施情况。结论：行政一体化管理流于形式,业务一体化管理仍需加强,财务一体化管理紧密度低,药械一体化管理参差不齐,绩效一体化管理有待规范。建议：每所村卫生室至少配备3名村医,实行专业技术人员轮岗制度,村卫生室财务每周上报乡镇卫生院,根据农牧民实际需求选择药品,乡镇卫生院对村卫生室进行经常性监督与考核。
