中国长期照护政策体系建设的进展、挑战与发展方向

“十三五”以来，中国长期照护政策体系快速发展完善。本文基于Gilbert和Terrell的社会政策分析框架梳理新阶段中国长期护理体系建设的新进展、面临的新挑战及今后发展方向。研究认为，目前长期照护体系面临失能老年人口基础数据信息不一致、长期照护服务体系发展不均衡以及医养结合资源分散错配等挑战。同时，在揭示当前长期照护体系现状及挑战的基础上，提出从战略高度把握长期照护体系建设布局的发展方向。

Progress, challenges and prospects of long-term care policy in China

Since the 13th Five-Year Plan, China''s long-termcare system has developed rapidly. Based on the social policy analysis framework proposed by Gilbert and Terrell, this paper discusses progress, challenges and future development direction of China''s long-term care system in terms of funds and services. The study believes that the current long-term care system faces some challenges such as inconsistency in the data of the disabled elderly population, unbalanced development of long-termcare service system and dispersed and mismatcheddistribution of medical resources and service resources, etc. At the same time, on the basis of revealing the status quo and challenges of the current long-term care system, this paper proposes to orient the development direction of the construction layout of the long-term care systemfrom a strategic perspective.
