新型农村合作医疗制度住院补偿方案的调查研究

目的]调查新型农村合作医疗（新农合）制度住院补偿方案,分析各种住院补偿方案的优缺点,为情况类似的地区实施新农合制度时提供参考。方法]采用流行病学现场研究方法进行研究。结果]龙陵县实施“住院费用分段补偿”方案;2004年度,蒙自县改为“住院费用按比例补偿”方案。4个试点县参合农民对现行住院补偿方案满意度评价分布的差别有统计学意义（P〈0．001）。结论]4个试点县现行住院补偿方案基本可行,社会满意度较高,值得借鉴和推广,建议各县进一步调整和完善住院补偿方案。

Investigating and study on compensatory scheme for hospitalization expenses under New Rural Cooperative Medical System

Objective: To investigate the compensatory scheme for hospitalization expenses under New Rural Cooperative Medical System(NRCMS) and analyze the advantages and shortcomings of various schemes in order to offer the evidence for the operation of NRCMS in the context of the same situation.Methods: To apply the approach of Epidemiological Field Research.Results: In 2003,the scheme of "compensating the cost of hospitalization in proportion" was practiced in Xundian and Lufeng counties respectively;meanwhile,the scheme of "compensating the cost of hospitalization in subsection" was operated in Mengzi and Longling counties respectively.In 2004,the Mengzi County changed the former scheme to "compensating the cost of hospitalization in proportion".The percentage of financed funds,which was occupied by the cost of hospitalization,basically accorded with the allocation principles of NRCMS funds in Xundian and Lufeng respectively.There were statistical significant differences(P<0.001) among 4 pilot counties participants' appraisal distributions on the satisfactory degree of NRCMS hospitalizing compensatory schemes.Conclusion: The complementing schemes for hospitalization expenses operated in four pilot sites are nearly feasible,satisfy the local society and are worth to use for the reference and scale up.It is suggestive to adjust and perfect the schemes further.
