我国三级公立中医医院绩效考核指标评价内涵分析

目的]分析三级公立中医医院绩效考核指标内涵,为加强中医医院绩效考核管理提供建议。方法]从指标属性、指标导向、数据来源、指标解释、指标内容和指标意义6个方面对三级公立中医医院绩效考核指标评价内涵进行分析。结果]指标属性方面,定性指标考验医院的决策水平,定量指标是医院管理和运营的结果。从指标导向来讲,逐步推动中医医院发展中医药诊疗服务,促进完善中医医院功能定位。数据来源于医院填报、中医病案首页等8个方面,逐步形成医院的监管合力。指标解释来源于12个部门或单位,能够有效防止部分指标的偏倚。指标内容强调中医医院的核心竞争力、传承和创新中医药诊疗技术,鼓励医院提升服务能力和服务效率来扩大医疗服务的覆盖面。指标意义为引导中医医院维护公益性、调动积极性,建立可持续发展的机制。建议]加强中医药特色服务、疑难危重病人为主的救治服务,巩固中医药特色服务的功能定位;加强中医药服务能力建设,完善全生命周期管理;加强人才和学科建设,推动中医医院可持续发展。

Analysis on the connotation of performance appraisal indicators evaluation for three-level public hospitals of traditional Chinese medicine in China

Objective Analyze the connotation of performance appraisal indicators for three-level public Chinese medicine hospitals so as to provide suggestions for strengthening the performance appraisal management of Chinese medicine hospitals.Methods This paper analyzed the evaluation connotation of the performance appraisal index of three-level public Chinese medicine hospitals from six aspects:index attribute,index orientation,data source,index explanation,index content and index meaning.Results In terms of index attribute,qualitative indicators test the hospital's decision-making level,and quantitative indicators are the result of hospital management and operation.In terms of index orientation,gradually promote diagnosis and treatment services in the development of Chinese medicine hospitals,promote and improve the functional orientation of Chinese medicine hospitals.The data comes from 8 aspects including the hospital's reporting and the home page of Chinese medical records,and gradually formed the supervising force of the hospital.The indicator interpretation comes from 12 departments or units,which can effectively prevent the bias of some indicators.The content of the index emphasizes the core competitiveness,inheritance and innovation of Chinese medicine diagnosis and treatment technology of Chinese medicine hospitals,and encourages hospitals to improve service capabilities and service efficiency to expand the coverage of medical services.The significance of the indicator are that guide TCM hospitals to maintain public welfare,mobilize enthusiasm and establish a mechanism for sustainable development.Suggestion Strengthen the characteristic service of traditional Chinese medicine and the treatment service of difficult and critical patients,and consolidate the functional positioning of the characteristic service of traditional Chinese medicine.Strengthen the construction of Chinese medicine service capacity and improve the whole life cycle management.Strengthen the construction of talents and disciplines,and promote the sustainable development of Chinese medicine hospitals.
