完善我国公立医院财政补助政策的思考

文章简要回顾了我国公立医院财政补助政策历程,针对当前公立医院财政补助存在比例偏低、基层财政补助少、预算管理方式单一、补助机制不健全、资金监管亟待加强等问题,提出政府应从加大政府投入、实行投入倾斜政策、医保价格财政三方联动等方面多措并举,进一步完善政府公立医院补助政策,优化财政投入机制,以促进医院加强管理,提高医疗服务水平,维护公益性质。

Thinking of perfecting our country public hospital financial subsidy policy

Based on briefly reviewing the development of the financial subsidy policy on public hospitals in China,there are many problems can be listed here,such as the lack of the financial subsidy to public hospitals and on the basic level,the budget administration is too simple,the subsidy system is imperfect,the supervision of funds should be strengthened,and so on.Therefore many different measures should be taken by the government.For example,the government investment should be increased,favored policies should be carried out,and medical insurance,price,finance departments should endeavor together.If the measures above are taken,the subsidy policy on public hospitals of government and financial system will be improved.The administration of public hospitals,whose nature is public welfare,will be enhanced,and the medical service level will also be improved by such measures.
