| 摘 要： | 文章首先从卫生服务的供方、需方及其他方面主要是政策层面分析了实施双向转诊过程中的障碍，然后提出了建立医疗集团，调整医疗机构的经济利益；加强机构建设，全面提高社区卫生服务机构服务质量；改革医保支付方式，引导患者合理就医；建立双向转诊的各项制度，实行规范管理；扩大宣传，提高双向转诊知晓率与认可度。
