| 摘 要： | 医疗费用上涨过快加重了患者的经济负担,也影响到了新农合对农村居民的保障水平。文章以医疗保险理论中的费用控制机制,即提供者支付机制、风险分担机制、费用责任约束和激励机制、提供者竞争机制、监督和管理机制为基础,分析了新农合费用控制机制中的不足之处,并提出了相应建议。

| Abstract: | The rapid increasing medical cost did not only increase the economic burden of patients,but also affected the insurance level of the new rural cooperative medical system(NRCMS).The paper discusses the deficiencies of the NRCMS cost control mechanism based on the cost control mechanism of the medical insurance,including the payment mechanism of providers,the risk-sharing mechanism,the cost liability constraints and incentives mechanism,the competition mechanism of providers,the supervision and management mechanism.Corresponding proposals of improving the mechanism of controlling medical cost of the NRCMS are proposed. |
