| 摘 要： | 公共利益理论的发展逻辑表明无法对公共利益做出实体性的界定,只能通过程序正义来促进利益相关者对"公共利益"的认同.因此,医改要实现公共医疗卫生的公益性回归,就只能通过程序正义保证所有的利益相关者平等、自由的协商方可达成对"公益性"的认同.

| Abstract: | The development logic of the public interest theory indicates that public interest can not be defined substantively,which means that the stakeholders can be promoted to identify the public interest by procedural justice only.Therefore,in order to achieve the public interest in Chinese reform of medical and health care system,stakeholders need to meet a common view of identifying public interest equally and freely only by procedural justice. |
