| 摘 要： | 建立农村医疗保障体系,不仅是关系农民健康的大事,更是关系到我国实现小康社会的宏伟目标.在构建农村医疗保障体系过程中,需要解决医疗投入的多重属性、政府管理与市场调节、行政指导与业务监督、疾病预防与疾病治疗、医院与医疗手段选择、医疗成本与医疗效果、常规医疗与特殊医疗救助、医疗保障的区域性和阶段性、"特困农民健康卡"、农村医疗保险与救助等关键问题.
