摘    要:目的通过对在全球多个国家及地区爆发流行的传染性非典型肺炎疫情进行分析,总结传染病防制经验教训,为建立突发公共卫生事件应急处置机制提供依据。方法收集非典型肺炎在全球发生爆发流行的有关疫情资料,以及各国科学家对SARS研究的成果,对资料进行综合分析,阐述建立突发公共卫生事件应对机制,尤其是检验检疫系统快速反应机制的理由和方法。结果SARS的流行使人们为忽视传染病控制的长期性、艰巨性和复杂性付出了代价,从而认识到建立突发公共卫生事件应急处置机制的紧迫性。结论检验检疫系统应当构建总局、直属局和现场三个层次的快速反应体系。

Abstract:Objective Analyzed the damage caused by outbreaks of SARS in many countries and areas and summarized experience of prevention and control of SARS to provide reference to establish public health emergency response mechanism. Methods Collected relevant data of SARS outbreaks around the world and research development in different countries to explain why and how to set up public health emergency response mechanism, especially in out quarantine and inspection system. Results Because we did not realize that it was a tremendous, difficult and long-time-taking task to control communicable diseases, SARS had caused a tragic loss. So it is urgent that we should set up public health emergency response mechanism and in our quarantine and inspection system. Conclusion We should establish three levels of AQSIQ , Bureaus under AQSIQ and quarantine fields in the quick response system.
