摘    要:采用卫生经济学的方法对2009年我国强化国境卫生检疫防控甲型HIN1流感的成效进行了初步的评价。方法:采用检验检疫部门上报的2009年甲型H1N1流感防控的费用和效果数据,用成本效益分析法进行评价。结果:强化国境卫生检疫防控甲型H1N1流感的总体净效益约为63亿元,成本效益比约为1:13.44。说明强化国境卫生检疫防控甲型H1N1等境外输入性传染病具有很好的经济效益与社会效益。

Abstract:This research conducted a preliminary economic evaluation to assess the cost-benefit of strengthening the frontier health quarantine to prevent and control the epidemic of Influenza A( H1N1 )in 2009. Methods: The cost and outcome data were reported by all the administration for entry-exit inspection and quarantine over the country, and the cost-benefit analysis methods were used to assess the effect. Results: The total net benefit of strengthening the frontier health quarantine to prevent and control Influenza A( H1N1 )was about 6.3 billion RMB, and the ratio of cost-benefit was about 1 : 13.44, which indicated that strengthening the frontier health quarantine was a method with high economic and social benefit to prevent the epidemic of infectious diseases from abroad, such as the Influenza A ( H1N 1 ).
