| 摘 要： | 目的:测算上海市社区卫生服务机构的财务收支情况,为卫生政策的研究和制定提供证据。方法:提取和分析社区卫生服务机构的2002-2009年财务管理数据。结果:由于控制药品加价率、价格政策、人力成本上升、政府加大投入等因素的综合影响,社区卫生机构在2007出现赤字后,2008年赤字总量得到控制,2009年实现了收支平衡,略有结余。结论:建议继续加大政府对社区卫生机构的投入,以配合基本药物制度改革,减弱对药品收入的依赖性,逐步提高反映技术劳务的项目收费价格,保障医务人员收入与社会经济发展水平同步。
