| 摘 要： | 该文回顾了我国农村公共卫生系统的发展历程 ,分析了当今公共卫生系统存在的问题和原因 ,结合目前公共卫生部门面临的外环境 ,在理清了公共卫生概念的基础上 ,提出了进一步完善公共卫生系统的新思路为变传统的直接提供公共卫生产品 /服务为购买公共卫生产品 /服务。

| Abstract: | The paper reviews the development of public health in rural areas of China, and the existing problems in the public health system. Basing on the new environment, the authors propose the new way to improve public health in rural areas that the government does not provide public health goods directly any more but transit into procurement public health services. |
