摘    要:目的 采用工作描述法测算成都市某区社区卫生服务中心公共卫生人力资源数量配置需求,探索工作描述法对社区卫生服务中心公共卫生人力资源配置测算的适用性。方法 利用流程分析法、问卷调查法、访谈法等工作描述法对成都市某区8家政府办社区卫生服务中心全年公共卫生服务量进行描述与统计,进而测算出所需配置的公共卫生人力资源数。结果 调查的社区卫生服务中心辖区内每万人需配备的公共卫生人员为2.05人,应配备的公共卫生人员总数为128人,现有132人。结论 运用工作描述法对调查地区社区卫生服务中心公共卫生人员数量配置测算的结果比较符合实际情况,每万人口公共卫生人员配置数测算结果与国内其他研究结果相一致,且符合相关政策规定,工作描述法对社区卫生服务中心公共卫生人力资源配置测算具有一定的适用性。

Abstract:Objective The aim of this study was to estimate the needed numbers of community public health personnel in the district of Chengdu by the methods of job analysis, in order to explore whether the method of job analysis is suitable to estimate the numbers of community public health personnel. Methods Eight community health service institutions were chosen in Chengdu. The methods of questionnaire investigation, interview analysis from job analysis were used to calculate the work time in one year. Then, the needed numbers of community public health personnel were calculated. Results The community health service institutions should be equipped with 128 public health workers, while there were 132 workers now. The area shouled be equipped 2.05 public health workers in every 10 thousand people. The results were in accordance with actual structure. Conclusions As the results were consistent with the actual structure and adhere to the policy. The numbers of community public health personnel could be adjusted and the methods of job analysis are suitable to calculate the numbers of community public health personnel in community health service institutions.
