| 摘 要： | 构建了基于“第三方”的中国医疗质量监管体系初步框架，并提出建立以“有效激励”为基础的监管机制；政府主导下的监管主体多元化；尽快完善准入标准体系；建立完善具有我国特点的医疗质量评价体系；建立医疗差错和不良事件报告系统；完善检查监督体系以及增强监督主体独立性等政策建议。

| Abstract: | The "third party" based China medical quality regulation system was preliminary developed and some policy recommendations were put forward,which includes the establishment of "effective incentives" based regulatory mechanism;supervision of government-led diversification;to improve access standards as soon as possible;to establish and improve the quality of care with the characteristics of China’s evaluation system;establishment of medical errors and adverse event reporting system;to upgrade check supervision system and strengthen oversight of the main independent of specific policy recommendations. |
