摘    要:目的分析2015年-2019年陕西省卫生人力资源配置公平性和变化趋势,为优化陕西省卫生人力资源配置提供参考。方法收集2015年-2019年陕西省卫生人力资源相关数据,从地理、人口和经济三个角度计算不同地市和地区的资源集聚度,分析陕西省卫生人力资源配置的公平性。结果2015年-2019年,陕西省卫生人力资源总量和千人口卫生人力资源量持续增长,但各地市、各地区卫生人力资源配置不均衡且未得到明显改善;人口分布公平性优于地理和经济分布公平性。结论政府应充分考虑地理因素对卫生人力资源供给和利用的影响,缩小地市间和地区间卫生人力资源差距,提高陕西省卫生人力资源公平性和可及性。

Abstract:ObjectiveTo analyze the distribution fairness and change trend of health human resources in Shaanxi province from 2015 to 2019, and to provide reference for the government to optimize the allocation of health human resources. MethodsRelevant data of human resources allocation in Shaanxi province from 2015 to 2019 were collected, agglomeration degrees of health resources in different cities and regions from the perspective of geographical area, population and economic were calculated, and the fairness of health human resources allocation was analyzed.ResultsFrom 2015 to 2019, the total amount of health human resources in Shaanxi province and the number of health human resources per thousand people continued to increase, but the allocation of health human resources in different cities and regions was not balanced and improved insignificantly. The fairness of population distribution was better than that of geographical and economic distribution.Conclusion The government should fully consider the impact of geographical factors on the supply and utilization of health human resources, narrow the gap between cities and regions, and improve the fairness and accessibility of health human resources in Shaanxi Province.
