从医院层面建立政府-医院-患者“利益共同体”初探

在当前群众反应“看病难看病贵”,医患矛盾日益增多并逐渐成为影响构建和谐社会的重要不利因素的新形势下,本文以党中央提出的构建和谐社会的思想为指导,结合医院的实际,探讨政府、医院、患者之间矛盾的几个方面,分析其中的内在规律,找准三者之间的共同切入点———减轻政府负担、医院能够发展、患者能够得到好的医疗服务,达到矛盾对立统一。提出在建立和谐的政府-医院-患者“利益共同体”的实践中:一是要建立学习型医院,树立“利益共同体”意识;二是要缓解“看病难看病贵”,实践“利益共同体”理论;三是要构建和谐医院,履行医院在“利益共同体”中的职责。只有这样,才能在建立政府-医院-患者“利益共同体”中,营造公平正义、诚信友爱、充满活力的医患氛围;才能达到在医院层面缓解“看病难看病贵”,推进建设和谐医院和构建和谐社会的目标。

STUDY OF AN INTEREST COMMUNITY FOR GOVERNMENT, HOSPITAL AND PATIENTS

To analyze the negative facts that affect the construction of harmonious society about the difficulty and high cost of getting medical treatment and the increasing conflict between the doctors and patients, relations among the government, hospital and patients are studied and the key problem is worked out according to the thought of construction of harmonious society of the Party Center and the current status of the hospital, and all the key problem such as lightening the government burden, developing the hospital and doing well the medical treatment to the patient can reach the status of unity of opposites. In the practice of constructing the Interest Community of government, hospital and patients, first, a studying hospital with the idea of Interest Community should be constructed; second, the difficulty and high cost for getting medical treatment should be corrected for realizing the Interest Community ; third, a harmonious hospital should be constructed to take its responsibility in the Interest Community. Only in this way will the environment with justice, honesty and vigor be build, and the difficulty and high cost for getting medical treatment be solved and the goal of a harmonious hospital and a harmonious society be reached.
