上海市宝山区内设医疗机构现状调查及对策

目的通过对上海市宝山区61家内设医疗机构现状的调查,为建立健全内设医疗机构的监管机制提供依据,推进其健康发展。方法主要通过查询历史档案资料、上海市卫生监督综合运用平台、全国医师注册信息系统平台及电话个案调查等形式收集资料。结果该区据统计,61家内设医疗机构中,按执业类别分为医院1家,门诊部8家,卫生所12家,保健站40家。在职的医务人员229人,其中在职医师197人,医技人员14人,护士18人。取得中级以上职称人数只占31%。30岁以下医师数量为0,医师平均年龄大于50岁。2010年该区内设机构共完成31万人次的门诊就诊量。结论宝山区内设医疗机构现状堪忧;内设医疗机构的作用不可取代。应加强内设医疗机构的自身建设,加大资金投入;完善法律法规,细化内设医疗机构的设置标准;强化监管力度,建立对内设医疗机构的有效监管机制;提供政策支持,保障内设医疗机构健康发展。

Current situation investigation and countermeasures of internal medical institutions in Baoshan district of Shanghai

Objective]By investigating the current situation of 61 internal medical institutions in Baoshan district of Shanghai,provide the basis for establishing and perfecting the supervision mechanism of internal medical institutions,and promote its healthy development.Methods]By searching historical archives,the Shanghai health supervision and comprehensive application platform,the National physicians registration information system and carrying out the telephone case study,the data were collected.Results]According to practice types,61 internal medical institutions included 1 hospital,8 clinics,12 sanatoriums and 40 health centers.A total of 229 medical workers were employed,which included 197 physicians,14 medical technicians and 18 nurses.Only 31% of them had intermediate professional title or above.There was no physician under 30 years old,and the average age of physicians was over 50 years old.The internal medical institutions in Baoshan district provided a total of 31 0 000 outpatient medical service in 2010.Conclusion]The current situation of internal medical institutions in Baoshan district is not good,and the effect of internal medical institutions is irreplaceable.It is necessary to strengthen the self-building of internal medical institutions,increase the investment,perfect the laws and regulations,complete the setting standard of internal medical institutions,enhance the supervision and management,establish an effective supervision mechanism for internal medical institutions and provide more policy support,in order to ensure the healthy development of internal medical institutions.
