| 摘 要： | 目的:了解新时期农民参合的主要影响因素。方法:根据2004年山西省新型农村合作医疗试点县农业人口覆盖情况和卫生八项目试点县调查数据,利用定量和定性方法。结果:政府新农合政策干预对农民参合产生积极影响;农民低收入、人口流动和低文化素质等对该制度的成长产生负调节作用。结论:新农合应该设计和完善相应制度,以适应这些客观条件的影响,从而实现可持续发展。

| Abstract: | Objective to be aware of the factors affecting farmers on their participation in New Rural Cooperative Medical System (NRCMS). Methods Qualitative and quantitative methods are used, based on data of coverage of NRCMS in rural population of pilot counties in Shanxi province in 2004 and investigation in pilot counties of H8 project. Results NRCMS policies have a positive effect on farmers' participation, whereas low incomes of farmers, population mobility and low educational background have a negative effect on the development of NRCMS. Conclusion Relative systems should be set up and improved so as to realize the sustainable development of NRCMS. |
