| 摘 要： | 新型农村合作医疗制度亟待立法。新农合条例制定工作已进行3年,期间面临诸多难点,如怎样界定新农合的走向、建立稳定的筹资增长机制、界定参加主体及在自愿原则和强制原则之间进行抉择等。文章针对上述难点问题逐一进行了论述,以期促进新农合立法工作。

| Abstract: | It is imperative to legislate on New Rural Cooperative Medical Scheme(NRCMS).Drafting the Ordinance of NRCMS dates back to three years ago,faced with a few bottlenecks,such as how to determine its destination,how to establish a financing mechanism which is stable and growing,how to define the qualification of the enrollees and how to choose between voluntary enrollment and compulsory enrollment.Those bottlenecks are dealt with so as to contribute to NRCMS legislation. |
