Functional Departments have key organizational roles in comprehensive hospital. Effective assessment of functional department becomes an important link of modern hospital management. The article proposed a multi - dimensional evaluation system for assessment, which worked in accordance with the existing bureaucratic structure of hospitals, and satisfied the practical necessity to evaluate personnel performance. The applications of recent two years showed positive feedbacks. The system could reflect successfully the working conditions of the medical staff, and promote the development of modern hospital management.
