医疗供给侧改革下加速康复外科应用

2015年11月，国家在经济面临供给侧弊端突显的形势下，首次提出“供给侧结构性改革”的战略思想。将供给侧改革的思路引入中国医疗改革，即医疗供给侧改革应从扩大医疗供给的数量和质量出发，用创新的办法解决医疗服务供给不足，以及“医疗、医保、医药”的三医联动低效，从根本上解决“看病难、看病贵”问题。三级公立医院适应供给侧改革思路引领下的中国医改，加速康复外科已应用近20年的临床实施效果与社会效益，证明在医疗供给侧改革中解决三医联动低效所发挥的作用，并成为中国三级公立医院适应未来医改切实可行的抓手。

Applications of Enhanced Recovery after Surgery under the Medicare Supply Reform Program

November 2015 , the national economy was faced with the highlighted situation of supply draw-backs.The government first proposed the “supply reform program” strategic thought.The supply reform program was introduced to the health care reform , which means the medicare supply reform program should start by expan-ding the the quantity and quality of medical supplies , using innovative solutions to improve the inadequate supply of medical services and solving the problem of inefficient tripartite system reform including “medical , health care , medicine”, so as to improve difficult and expensive medical treatment .Public hospitals should adapt to the supply reform program under the guidance of the Chinese medical reform .Enhanced recovery after surgery ( ERAS ) has been applied for nearly 20 years, with proved clinical and social effects .ERAS may be used in supply reform pro-gram to solve the problem of inefficient tripartite system reform , and become the feasible starting point for public hospitals to adapt to Chinese medical reform in the near future .
