基金项目同行评议中项目非共识性的度量研究

目的：对自然科学基金项目评审体系中项目的非共识性进行分析，鉴别出非共识性项目，为资助项目的遴选提供理论依据。方法：运用离散趋势和集中趋势相结合的方法，并通过二维图形中数据点的分布特征对项目的非共识情况进行分析。结果：对全部申请和获准项目的基本情况进行了全面的描述，对项目进行了分类，初步区分出了非共识项目。结论：根据非共识项目的分布特征，对非共识项目形成的原因进行了初步的讨论。为遴选高质量项目和非共识项目提供了参考依据。

Measurement Research on Controversial Projects in Peer Review for Science Foundations

Objective: To provide theoretical basis for the selection of funding projects, by distinguishing controversial projects through analyzing controversial projects in the evaluation system on natural science foundation. Methods: To apply the method of discrete tendency and central tendency, and the data points' distributing characters of two dimensional graph. Results: To distinguish controversial projects, by describe thoroughly basic conditions of all applied and obtained projects, and classifying all projects. Conclusion: To provide references for selecting high-leveled and controversial projects, On the basis of distributing characters of controversial projects, discussing the coming reasons of controversial projects.
