摘    要:目的 探讨未获资助申请书中易出现的共性问题,提出提高申请书质量、提高中标率的策略和措施.方法 应用内容分析法对2016年231项未获资助项目的917条同行评议意见进行分析.结果 共得出19个容易出现的共性问题,提及率从高到低依次为工作基础、创新性、研究方案和可行性、立项依据不充分、研究内容、技术路线和研究方法、实验设计、书写规范、研究目标、研究队伍与力量、拟解决的关键问题、经费预算、研究条件、已有项目进展、初筛、申请人时间、基金资助范畴.结论 通过建立多角度、多层次的培训制度,制定规范的、精细化的申报流程,建立完善的院内项目培育机制,建立在研项目的动态监管机制,提高申请书撰写质量,提高中标率.

Abstract:Objective To explore the common problems liable to occur in the applications that were disapproved and to put forward strategies and measures to improve the application quality and promote the success rate.Methods Content analysis method was used to analyze the 917 peer-review opinions of the 231 disapproved applications from the ISIS system.Results A total of 19 common problems were summarized, such as the foundation of work, innovativeness, research plan and feasibility, project basis, research contents, technical route and research methods, experimental design, writing standards, research objectives, research team and strength, key problems to be solved, budgets, research conditions, existing project progress, preliminary screening, the applicant scope of time and fund category.Conclusion To improve the quality of applications and promote the success rate, there are many measures that can be taken, such as setting up a multi-angle and multi-level training system, regulating a standard and elaborate application process, establishing and improving hospital project training mechanism, and forming a dynamic regulatory mechanism of the ongoing research projects.
