| 摘 要： | 本文着眼应急机动卫勤力量职能任务需要,通过卫生营近年来的建设实践,探索卫生营建设特点和规律,提出从三个方面（加强正规化规范化建设、强化官兵职能意识和强化力量建设要素）加强应急力量建设的做法,建立了符合平战时实际和贴近实战需求的卫勤力量,实现了＂三个确保＂（确保卫生营建设水平;确保＂真抓实备＂龙头地位和确保卫勤保障应急能力）的成效,为应急机动卫勤力量建设提供可借鉴的依据和经验。
