国际医院评审经验与我国医院评审思路的转变

医疗机构评审作为有效的质量评价和管理的工具，已赢得世界各国的重视。本文对国际应用于医疗服务质量评价具有较大影响的《标准》体系作了简略介绍和比较；并对中华医院管理学会受卫生部医政司委托，就我国医疗机构评审进行专项研究的情况及医院评审的思路转变作了简介。医院的评审工作必须明确医院评审的目标，应强调功能到位，淡化等级观念；要按医院的功能、任务和定位对医院进行评审；要根据区域卫生规划、医院运行实际和社会认同来确定医院的功能任务，而不是搞“争创”；在评审过程中，要特别强调医疗安全和医疗质量这个基础。以其为核心，找出若干关键环节制定基本要求，要体现“准入”。加大社会评价力度，科学地利用社会调查方法评估医疗服务，力求客观、公正、真实地反映社会和群众的意见，促进为患者提供更加优质的医疗服务。
