公立医院践行社会责任的探索

概括了公立医院社会责任的概念和公立医院社会责任的分级模型,并在此基础之上,介绍了天津市人民医院履行社会责任的实践:积极完成上级部门交派的医疗、公共卫生任务,履行基本社会责任;积极开展对口帮扶,承担中级社会责任;开展大肠癌筛查工作,实现高级社会责任。对公立医院践行社会责任提出建议:深化思想认识,主动承担社会责任;结合自身优势,探寻符合自身特点的公益项目;加大政府投入,完善公立医院补偿机制。

The Exploration of Social Responsibility Practice in Public Hospital

This paper generalizes the concept and the hierarchical model of public hospitals＇ social responsibility and introduces the practice of fulfilling social responsibility by Tianjin People＇s Hospital,which covers active fulfillment of medical and public health tasks deployed by higher authorities and the basic social responsibility; the energetic launch of the oriented support and help and undertaking intermediate social responsibility; the launch of colorectal cancer screening and the achievement of high social responsibility. The author proposes the suggestions for the hospitals to fulfill social responsibility. They are to deepen ideological understanding,actively undertake social responsibility,explore public welfare programs suitable for one＇s own characteristics,increase government input,combining with one＇s advantages,and improve subsidizing mechanism of public hospitals.
