天津市综合医院医疗质量评价研究

【摘要】目的：利用TOPSIS法和秩和比（RSR）法，对2000~2009年天津市综合医院医疗工作质量进行评价，旨在为医院管理部门制定决策提供科学依据。方法：应用TOPSIS法对数据进行同趋势和归一化处理，并结合秩和比（RSR）法按医疗质量的好、中、差进行分组。结果：TOPSIS法排序结果显示：2001年医疗质量较差，2009年为最佳；RSR分组结果：2000~2003年相对较差，2007~2009年为较好，2004~2006年为中等水平。结论：评价结果显示天津市综合医院医疗质量呈逐步改善的趋势，评价结果与实际情况大致相符；利用TOPSIS法和秩和比（RSR）法联合评价医院医疗质量结果相对准确、操作性强、具有较高的实用价值。

Study on Evaluation of Medical Quality in the Comprehensive Hospitals in Tianjin

The writers evaluated the medical quality in the comprehensive hospitals in Tianjin in 2000-2009 with the ideal TOPSIS and RSR for the purpose of providing scientific base for management department of hospitals to make strategies.They dealt with the statistics with TOPSIS in the same trends and normalization and defined good,medium level and poor groups of medical service with RSR.The sorting results of TOPSIS showed that the medical service quality in 2001 was rather poor but the medical service quality in 2009 was the best.While the grouping results with RSR showed that the medical service quality in 2000-2003 was comparatively poor,the medical service quality in 2007-2009 was rather good and the medical service quality in 2004-2006 was in medium level.The evaluation results showed that the medical service quality in the comprehensive hospitals in Tianjin was in the trend of improvement and the evaluation results were broadly consistent with the practical situation.Therefore,the evaluation results of both TOPSIS and RSR in the evaluation of medical service quality in the comprehensive hospitals in Tianjin were accurate,easy to operate,and high in practical value.
