| 摘 要： | 新冠肺炎疫情的暴发和防控,体现了医院作为医疗救治体系主战场的重要性,同时也凸显建立以医院为基础的新发重大传染病应急响应机制的迫切性。基于全景洞察理论,以疫情发展的预警、应对和后期处理3个阶段为序,构建8个重点领域的风险扫描框架,形成医院新发重大传染病应急响应机制。经过初步效果验证,机制能基本满足疫情发展3个阶段间的迅速响应和动态调整,保障医院常态化疫情防控和复工复产运营平衡。

| Abstract: | The outbreak of COVID-19 epidemic emphasizes the importance of hospitals as a key role in the medical system and also highlights the urgency of establishing a hospital-based emergency response mechanism for emerging major infectious diseases. Based on the theory of global awareness,it built a risk scanning framework focusing on eight main fields in three epidemic stages: early warning stage, response stage and post-epidemic stage,and then established the hospital-based emergency response mechanism for emerging infectious diseases.After the preliminary evaluation,this mechanism can basically meet the needs in rapid response and dynamic adjustment in the three epidemic stages,and ensure the balance between the epidemic prevention and control and the normal operation of the hospital. |
