| 摘 要： | 依据应用层次分析法，推论社区卫生服务发展中的焦点问题（功能难以切实落实）的表现形式、根源和作用机制。由于存在政府财政投入不足这一问题根源，社区卫生服务机构的行为特征表现为“以药养医、重医轻防、以医养防、重有偿轻无偿、重有收益轻少收益”，导致防保功能偏废。据此建立目前社区卫生服务流于形式的作用机制模型。 |
