医疗服务治理、医疗行业监管与政府责任

目前，医疗服务行业监管滞后。医疗服务监督制度缺位。医疗服务治理中政府失灵。医疗政策决策规制化程度低。同时，中介组织极度不规范、不发达加剧了医疗服务（政策）的设计失败。政府的公民健康保障责任主要体现在2个方面：公共卫生财政责任；医疗服务体系构建责任（包括健康品供应机制和治理机制）。需要结合政府规制．确定政府责任进行医疗服务治理和医疗行业监管。
