| 摘 要： | 公共卫生的内涵包括疾病控制、健康保护和健康促进3个方面，具有明显的正外部效应，需要政府主导，与医疗服务、预防医学都有明显区别。通过分析其内涵和外延，针对中国目前公共卫生管理体系存在的缺陷，得出政府在公拭卫生管理中要转变思路，优化机构，调整范围，加强公共卫生事业本身的监督工作的结论。

| Abstract: | The connotations of public health include disease control,health proteetion and health promotion,and it has obvious positive exterior economy so government's leading is necessary in this field.In addition,it is obviously different from medical service and preventive medicine.Through analyzing its connotations and extension,aiming at perfect the defects in current public health management system in China,the paper concluded that it is necessary for the government to transform working ideas in public health management,optimize frameworks,regulate its range and strengthen supervision over public health service. |
