| 摘 要： | 《基本医疗保险诊疗常规》的编写和实施，是建立基本医疗保险管理服务标准化体系的一个有益探索，它主要通过规范医疗保险服务供求双方的行为，一方面能够控制医疗服务的过度提供和对医疗保障资金的过多消耗，是临床医生对医保患者合理施治的指引，另一方面也对医保患者在诊疗过程中的过度要求做出限制，从而解决基本医疗保障的有效性与医疗无限需求之间的矛盾．是新时期医疗保险制度改革的产物，符合当前医疗改革发展的方向，值得推广应用。

| Abstract: | Writed and practiced of the routine of basic medical insurance diagnosis.It is a beneficial exploration in es- tablish basic medical insurance management service in standardize system .Through standard the two aspect of service supply and need of health care.Control medical treatment service excess provide and medical care assurance fund ex- cessive consume .To guide the request and make limitation in diagnose,therapeutics for clinician.On the other hand,it can also solve contradiction Of basic medical care assurance effectivity and infinite requirement between them according- ly,it is medical insurance system reformational in new period.Production of health care reform developmental direction in currently and be worth extending. |
