建立病人择医机制促进医院科学管理

国家提出病人择医改革意见，其目的是引起竞争机制，提高医疗机构的医疗质量和效果，方便群众就医。但在执行过程中，择医面过宽过乱，要尽快建立病人择医机制，提高管理水平。

Increasing Patients' Freedom in Selecting Health Care Providers

In connection with the practice that assigning parts of patients to each individual or group of physicians may introduce uncertainty of whether patients are or become satisfied with the physicians' medical passion, effectiveness in cure, devotion to patients, among other vocational qualities, a number of constructive, managerial guidelines or reform efforts are suggested on: who practice in what specialty and where this practice can take place; what are the values that characterize effective health systems, what are the benefits that are wanted, how to improve health service structures; increase freedom in patients' selection of care providers through a highly dynamic coordination incorporated into daily work mechanism so as not to limit feasible flexibility in resources usage; take competition as a leverage to push health service efficiency building and related management to new levels; facilitate the public to have better information on how to use health services more effectively and be better able to take care for their own health promotion.
