How to regulate, control, and use health service expenditure is discussed from aspects: improve regional health sprvice planning from the perspective of holistic benefits of prevention, screening, referral, treatment, and rehabilitation services as a package; strengthen cooperation and partnership between health service providers, consumers, and insurance agencies in obtaining maximum benefits of health services and resources; continually develop and evaluate new drugs, techniques, procedures and improve usage on a selective basis according to patient condition; hospitals should be compensated proportionately to the skills, techniques, time, and the complexity of services rendered, in order to maintain and develop services appropriately; eack of health professionals should be more than a clinician, a teacher, or a researcher in that they should become actively involved in professional, scientific and managerial activities and organizations concerned with comprehensive, cost - effective, and efficient hospital services.
