| 摘 要： | 文章运用案例研究方法,深入分析了目前公立医院的主要问题,阐明了公立医院社会政策目标和实际行为目标相分离的主要原因,揭示出现行的治理结构是导致公立医院费用上涨、效率低下的重要原因之一.指出在缺乏良好的外部治理、相应的制度保证和文化价值认同的前提下,公立医院广泛实行公益法人治理结构的条件尚不成熟,目前应该全面规范公立医院自主化改革. |

| Abstract: | Based on case study,the paper analyzed the main problem of public hospital,clarified the main reasons why public hospital's social policy aim was separated from the behavior aim,opened out that the actual governance structure was one of the most important reasons which leaded to the increase of medical expenses and the low efficiency in public hospital,because of the lack of the exterior control,the institutional security and the cultural identification,it was immature to extend the public interests corporation in public hospital widely,and we should regularize the public hospital's autonomy reform in all round. |
