浅析互联网医疗行为及支付行为

目的：为日后互联网医疗的应用与发展提出完善意见。方法基于对 CNKI、万方数据库中与互联网医疗相关的文献内容进行分析，形成对互联网医疗的理论认识；结合实地调研，了解互联网医疗的现状。结果互联网医疗在发展过程中带来了一定的问题，包括从事互联网医疗的不同机构服务权限及范围不明确、医疗纠纷责任主体划分不清以及互联网支付安全无法保障等；相应对策包括建立有效的监管机制、明确医疗机构与第三方机构的执业权限及范围、规范医师的个人行为及保护患者的合法权益。结论在法律法规的指引下，完善互联网医疗行为及支付行为能够更好地医治患者的疾病，促进医学的进步。

The Application and Development of Network Medical Treatment and Payment

Objectives To improve the application and development of network medical treatment in the fu-ture. Methods Forming theoretical understanding of network medical treatment through the analysis of literature in CNKI and WanFang Data.The status quo of network medical treatment was investigated through field sur-vey.Results Network medical treatment has also brought some problems,including different institutions service au-thority is not clear,the responsibility of medical disputes is not clear and pay security cannot be guaran-teed.Corresponding countermeasures include establishing effective regulatory mechanism,understanding practice scope of medical institutions and the third party organizations,regulating personal behavior of doctors and protecting the legitimate rights of patients.Conclusions Under the guidance of laws and regulations,improving the network medical behavior and payment behavior can treat disease better and promote the progress of clinical medicine.
