从文献计量学角度评价科技论文的质量

目的:阐述文献计量学评价方法的本质含义以及对科技论文质量评价的作用,通过分析主要应用指标的各种因素,提出在科技论文评价过程中,要客观认识各种评价指标的功能以及局限性,采用综合评价方法针对不同学科特点去评价论文质量。建议科技管理部门要积极引导正确的价值取向,通过制定科学合理的、定量与定性相结合的评价标准和评价办法,调动广大科技人员的积极性,推动我国科学研究事业健康发展。

Quality Evaluation of Scientific Articles Using Bibliometrics

This article demonstrates the essence of evaluation using bibliometrics and its effect on quality e- valuation of scientific articles.We analyzed various factors of the major indexes of bibliometrics and sugges- ted the article quality should be appraised using comprehensive evaluation according to different subject fea- tures,with the objective cognition of the effect and limitation of each evaluating index during the evaluation process of scientific articles.We propose that correct value orientation should be guided by the administrative department and a scientific and reasonable,quantitative and qualitative evaluation criteria should be estab- lished in order to stimulate the researchers' incentive and even promote the healthy development of scientific research in China.
