中西部县级疾病预防控制中心人力资源分析

摘    要:目的了解中西部县级疾病预防控制中心人力配置现状。方法采用个人访谈、专题小组讨论、问卷调查等定性与定量结合方法,对中西部云南、青海、江西3省116个县级疾病预防控制中心的人力资源现状进行调查。结果中西部县级疾病预防控制中心存在人员数量不足、学历低、职称低、年龄大,公共卫生专业人员缺乏,尤其在国家级贫困县,难以有效履行应有的基本职能。结论改善人员结构,要加强政府职能,保障人员准入的法律化,做好现有人员培训和非专业人员合理分流。

Abstract:Objective To understand the current status of human resource of county CDCs in middle and western regions of China. Methods The individual in - depth interiview, FGD and structured questionnaire methods were employed to survey the human resource of 116 CDCs. Results Professionals of public health were insufficient while non - professionals were overstaffed, especially in poor counties identified by the central government. The performance of them was hard to meet the basic functions of CDC. Conclusion It is necessary that governments pay attention to strengthen the functions of CDC; set up the rules and regulations of professional admittance;train staffs properly and assign the non- professionals reasonably.
