天津市2005-2009年艾滋病重点人群监测成本效果分析

目的 分析天津市重点人群HIV抗体筛查的经济学效益.方法 收集天津市2005 - 2009年艾滋病重点人群监测资源投入及HIV抗体筛查实施情况的资料,进行成本效果分析.结果 天津市艾滋病监测阳性检出率呈逐年增长趋势,差异有统计学意义(x2=61.45,P＜0.001),总体阳性检出率为0.027％.在艾滋病重点人群中发现1例HIV感染者的成本约为2.27万元,发现HIV感染者成本最低的前3类人群为自愿咨询检测者、公安司法系统羁押人员、娱乐场所高危人群,发现成本逐年下降.结论 天津市艾滋病重点人群监测的效率逐年提高,监测成本控制良好,对成本效果较好的人群应该加强监测经费的投入.

Cost-effectiveness analysis of HIV surveillance among key groups in Tianjin from 2005 to 2009

Objective To analyze the economic efficiency of HIV surveillance among key groups in Tianjin.Methods HIV surveillance resource investment and HIV screening result among key groups from 2005 to 2009 in Tianjin were collected.The cost-effectiveness analysis was conducted.Results The positive detection rate increased year by year（χ2=61.45,P0.001）.The total positive detection rate was 0.027%.The cost was 22 700 yuan for detecting one HIV infection among key groups.The former three groups with lowest cost were volunteer counseling testing,custody personnel and high risk groups in entertainment.The detection cost decreased year by year.Conclusions The economic efficiency of HIV surveillance in Tianjin increased year by year.The surveillance cost was controlled perfectly.The monitoring funds of groups with better cost-effectiveness should be strengthened.
