卫生部/联合国“农村初级卫生保健”合作项目村级实施情况调查

目的 :了解卫生部 /联合国儿童基金会合作农村初级卫生保健项目在村级的开展情况 ,及对村医补助的落实情况。方法 :对 9个项目县的全部在册 90 0名村医以信访的方式开展调查。结果 :94 %的村医在 2 0 0 1年接受过考核 ,平均考核次数为 3.4 5次。平均得分为 80 .16分 ,13.5 %的村医不知道自己的得分。 87.1%的村医收到过数额不等的项目补助经费 ,平均补助金额为 15 2元。有少部分村医 (4.4 3% )不知道有这个项目。村医普遍反映项目补助不能及时到位 ,经费少 ,卫生室条件差。结论 :初保合作项目在村级的实施存在着一定问题 ,应进一步建立完善激励补偿机制 ,建立公平公正的考核制度 ,切实改善村医的待遇 ,保证项目的顺利实施。

The village level implement investigation of Public Health Ministry/United Nations"county primary health care"cooperated item

Objective: Know the implement situation of Public Health Ministry/Children Fund Society cooperation item of village primary health care, and the village doctor compensation. Methods: Investigate 900 village doctors at their post in 9 item counties by message investigation model . Results: 94% of them were examined in 2001, the average exam times was 3.45 times, the average score was 80.16, 13.5% of them did not know their scores. 87.1% of village doctors had accepted the different number item compensation, the average compensation was 152 yuan, 4.43% of them did not know this item. They reflected generally that the item compensation could not be on time, and the funds were little, the health office situation was worse. Conclusion: The village level implement of primary cooperation item had some problems, these should be done to establish and perfect the encouraged and compensate system, found fair and just exam system, change village doctors' payment factually, assure the implement of item successfully.
