| 摘 要： | 我国农村地区实行的新型农村合作医疗制度,在解决农民因病致贫、因病返贫问题上发挥了积极作用。但是,随着经济和社会的发展,新型农村合作医疗制度本身的缺陷逐渐暴露出来,如基金不流通、风险池小和筹资难等等。笔者从制度变迁理论的视角分析了新型农村合作医疗实施现状、制约新型农村合作医疗进一步发展的因素,认为新型农村合作医疗制度改革迫在眉睫,应该从明确制度目标、加大财政投入和加快立法工作等几个路径加以调整与发展。
